The 29-home Malibu Village resident-owned mobile home community, where homeowners also own the underlying land, represents an ideal pilot project for demonstrating the platform and launching coordinated reconstruction. Malibu Village is a practical entry point for implementation that complements the Pacific Palisades Bowl as the defining reconstruction challenge.
